Addressing GE's EPM 2000 (Power Meter)

This device uses the Modbus protocol, and does not allow the server to read single registers at one time. It requires that the server read all 20 blocks of registers in a single call. This means register 3000 would be addressed 403000, but should include all registers up to 403018 since the data type is float (32 bit).
