DNP Redundancy with Playback Buffering and Unsolicited Messages Enabled

When DNP Playback Buffering is enabled, the buffer's tag values will have Good quality and will update the client until the Playback Buffer is empty regardless of whether driver-to-device communications are in error. When Unsolicited Messages are enabled, unsolicited data should not be lost during a failover because DNP Unsolicited Messages are confirmed by the master.
