Zero-length Strings Return Bad Quality in the DNP Master Ethernet Driver

A vulnerability was discovered regarding zero-length strings (Object Group 110), where a very large number of such strings could be encoded in a single packet and exhaust system resources. In order to mitigate this vulnerability, zero-length strings now return bad quality as of KEPServerEX version 5.17. These strings will become good once they receive a value.
