Getting Data Upon Request from KEPServerEX

With the _DeviceDemandPoll feature available in KEPServerEX version 5.13 and later, users can get device data on a request basis as opposed to a continuous scan cycle. Most client applications perform exception-based processing, meaning that they connect to the server and request data to be polled or scanned at a set rate (such as 500 ms). Even if the data is being constantly polled, the server will only give data to the client application when the data changes from one poll to the next. With _DeviceDemandPoll, users can force polls in the client software even if the data has not changed (or if the poll cycle has fully not elapsed).
